    Karnataka Posts and Telecommunications Pensioners Association ®

    A few retirees of the Railway Mail Service (RMS) wing of the P&T Department were meeting regularly in a “Get-together” of informal nature on every New Year Day, i.e., on the first day of January from 1986. A decision was taken in the “Get-together” in 1994 to form formally the “RMS Pensioners’ Association, Karnataka state”. The name of the association was changed to Karnataka Posts and Telecommunications Pensioners’ Association and registered in 1996. It was instrumental in forming a Coordination Committee of Central Government Pensioners’ Association, Karnataka, with 20 Associations located in different parts of Karnataka.
    Apart from retirees of the P&T department, the Association also enrolls retirees of the Central Govt. Departments as associate members. In the event of death of a life member, his/her spouse becomes automatically a life member without any payment. The life membership fee of the association is Rs.500 + Rs. 10/- as admission fee. The association publishes a monthly journal titled as “Pensioner’s Champion” for which annual subscription is separately collected.
    The association has another office located in the 1st floor of R.T. Nagar head post office, Bangalore- 560 032 (Phone No 40905766) which functions between 10:30 am and 12:30 pm no Mondays, Wednesdays and Fridays with a manager as in charge. The executive committee of the association meets on second Saturday of every month in R.T. Nagar office.
    Karnataka Posts and Telecommunications Pensioners' Association has retirees from erstwhile P&T Department and at present, from BSNL establishments as “Life Members”. We get some facilities like accommodation for holding our Executive Committee meetings and Annual/Special General Body meetings from Postal and BSNL establishments. This accounts for our continuing with the present name. There are also members in our Association retired from other Central Government departments like Income Tax, Central Excise & Customs, Indian Audit and Accounts, Railways, Civilian Defense Establishments including some belonging to All India Services like IFS, IAS, IA & AS, IPS and some judges of High Court of Karnataka, who have joined our Association as “Associate Life Members” for getting information on pension and Central Government Health Scheme matters from our monthly journal, “Pensioners’ Champion”. The Association has, at present, approximately 2000 members. The Association had a major role in preparing “A Common Memorandum on behalf of Central Government Pensioners to the VI Central Pay Commission”, getting it adopted and had the privilege of oral hearing from members of VI CPC when they visited Bangalore. The Association is also one of the 28 Associations of Central Government Pensioners Association in the country identified by the Dept. of Pension and Pensioners Welfare, Govt. of India, with the facility of Grant-in-Aid including Hardware and Software, in connection with the web-based “Pensioners Portal” under the National e-Governance Plan. The Association had recently, on 17th March, 2012, arranged an “Awareness-Cum-Training” Programme on Web-enabled Pension Grievance Redress and Monitoring System (CPENGRAMS) hosted by Dept. of Pension and PW and inaugurated by Secretary, Dept. of Pension and PW. The Association was, for a term of three years, a member of the Standing Committee of Voluntary Agencies (SCOVA) attached to the Dept. of Pension and Pensioners’ Welfare, Govt. of India. SCOVA is a consultative institution for pensioners similar to JCM for serving employees. The Association is publishing periodically an updated version of “Compendium on Pension, CGHS and Medical Facilities for Central Government Pensioners”.
    About our Building: Pensioners’ Bhavan is located in Telecom Layout, Srirampura, Phase II, off Byatarayanapura, Jakkur, NH-7, Bellary Road (Bangalore International Airport Road) and near Jawaharlal Nehru Centre for Advanced Scientific Research and Mahatma Gandhi Rural Development Center. The building is about 20 KM from Vidhana Soudha, the seat of the Karnataka Government. We were able to get the site allotted to us at a very nominal rate from the Telecom Employees Co-op Housing Society Ltd., having its office in Nehrunagar Main Road, Sheshasdripuram, Bangalore. The construction has been financed mostly through voluntary donations from members of the Association. The building consists of two floors with an approximate area of 2500 Sq. Ft. The ground floor has a mini hall with a 50-seat capacity, an office room and three guest rooms. The first floor has another three guest rooms, a kitchen and a drawing-cum-dining hall. The six guest rooms are ultimately for the use of Central Government pensioners from any part of the country visiting Bangalore for short duration and are to be given on a nominal rent. With a view to strengthen the pensioners’ movement, the renting of the accommodation will be restricted to members of only Central Government Pensioners’ Association from any part of the country. The commuting facility through public transport and sufficient facility for boarding in the area are expected to improve fast and the area will become fully-developed within another couple of years. This is a unique project undertaken by any Pensioners’ Association in the country and to our knowledge, the first of its kind.
